1988 "Replica" - Stem & Steerer Tube Fit

I am having some "issues" with a 1988 Gitane "Replica". As you know, it uses Reynolds 753 tubing. The ITM Gitane panto stem is SUPER tight...like uncomfortably so. I purchased a Cinelli stem on the off chance that somehow the ITM stem was faulty...but I don't think that's the issue.

Why would the steerer be too narrow? What the heck is the problem here? Was 753 a smaller diameter in the steerer tube? That doesn't really make sense....

I have never had an issue like this before....
